Australia has a dual healthcare system: the public Medicare system (only for citizens and permanent residents) and private health insurance. As a PR holder, you're entitled to Medicare, which covers most medical expenses. On a temporary visa, you're required to take out private health insurance. The Netherlands has a tax treaty with Australia that provides certain rights, but this doesn't replace full coverage.
